Introduction

Methodologies for Energy Access

Access to modern forms of energy has been proposed to be included under the Sustainable Development Goals. Therefore, under the UN-Initiative SE4All, universal energy access by 2030 is one of the three priorities. For a transparent tracking of the achievements under these globally set goals, a stringent, plausible and practical monitoring system is needed to provide the public with credible and verifiable data.

The following publication describes the methodologies for monitoring,  in the case of on-grid projects. The text also deals with the question, how to attribute access outcomes to different donors if several donors are involved in the same area.  


Comments and suggestions for the applicability of the proposed methodologies are highly welcome.
