Abstract The document is a Baseline Assessment part of the M&E Framework of the Pakistan Domestic Biogas Programme (PDBP). The Framework envisages that evaluations will be conducted as i) Baseline (at the start of the project), ii) User surveys (at the end of year 1 to year 3), and iii) Final (at the end of year 4).


Study and sample designs of the Baseline Assessment will enable comparisons of the baseline information with user surveys and the Final Assessment. Important gender mainstreaming indicators are also a part of the Baseline Assessment design and the methodology is gender inclusive and friendly.
