Context: ICR Facility and project The Investment Climate Reform (ICR) Facility is set up to support African, Caribbean and Pacific Group of States (ACP) partner countries and regional institutions in their private sector structured dialogue process to create a more conducive business environment and investment climate. It aims to improve the business environment and investment climate in these countries. The ICR Facility is a programme which is co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).”

The ICR facility has three components of activities:

  • Technical Assistance for Business Environment and Investment  Climate    Improvement
  • Strengthening national and sub-regional development financial   institutions
  • Compile and mainstream lessons learned and good practices

In the context of its mandate, the ICR Facility seeks to provide technical assistance to the Ministry of Energy of Zambia (MOE), and specifically the Offgrid Taskforce (OGTF) within the Department of Energy. The OGTF organises, among others, a bioenergy sub-committee which functions as a public-private dialogue forum for the Zambian bioenergy space. In order to focus its policy and regulatory activities, the MOE (and with that bioenergy sub-committee) requires an assessment of the Zambian bioenergy market. This includes an analysis of the market opportunities and potential for market expansion; market access and regulatory barriers for the private sector, and recommendations on overcoming them. In this regard, the MOE has requested for technical assistance to undertake a diagnostic study of the Zambian bioenergy sector.  Objective of the request The objective of the request is to prepare a study with an analysis of the investment barriers currently holding back the bioenergy sector (biomass) for cooking and industrial use and how to remedy them. The study will inform the public-private dialogue in the bioenergy sector in Zambia, including via the Offgrid Taskforce (OGTF), providing a clear analysis of the investment barriers currently holding back the sector and how to remedy them. The study will support the implementation of the 2019 National Energy Policy’s objective to provide universal access to clean, reliable and affordable energy at the lowest total economic, financial, social and environmental cost by 2030. As part of the policy, the country is expected to develop a biomass strategy and support private sector companies to promote the more efficient use of biomass.

This will include the following components:

  • The study will need to assess the demand side (market size, customer segmentation and trends, cultural and socioeconomic aspects of energy consumption (incl. ability/ willingness to pay), gender parity), and supply side (current market players and business models, supply chain robustness and reliability, technical and operational skills, access to finance, employment structures by gender and age) of the Zambian bioenergy space.
  • Framework conditions (policy & regulation, finance, infrastructure, donor programmes) need to be reviewed. This should cover fiscal incentives, financing needs and available financing models and services, and the needs of new market entrants and business models ready to scale.
  • It is key that the study provides clear recommendations for measures that will promote a more efficiently operating bioenergy sector through an effective governance and finance framework. In doing so, the study is also expected to draw on lessons learnt from other countries, e.g. Kenya’s fiscal measures and standards on cooking fuels/ stoves and charcoal regulation. Lessons will also be drawn from countries that have diversified their competitive landscape, e.g. Rwanda’s 80MW peat-fueled electricity project.

The OGTF was established in February 2018 by the Ministry of Energy and comprises representatives from Government, Cooperating Partners and Private Sector. The purpose of the OGTF is to provide a focus for coordination and oversight of initiatives designed to raise the profile of the potential of the off-grid sector in Zambia and deliver increased energy access, particularly in rural areas, in line with Government objectives. As a hub and coordination mechanism for the exchange and dissemination of experience, know-how and information gathered from the market, the OGTF brings together stakeholders in an attempt to address market development challenges and barriers through an action-oriented approach.

  • Under the OGTF, a bioenergy sub-committee has been established to coordinate specific topics related to the bioenergy sector in Zambia. The bioenergy sub-committee is tasked to support the identification of viable business models for scale up and to understand the financial and regulatory support needed to attract private sector companies into the Zambian bioenergy sector and further catalyze private investments. The sub-committee will work closely with the consultant to guide the study and take on board and act on the recommendations coming out of the analysis.

  Job Description

Scope of work: tasks to be performed by the contractor SNV, on behalf of the ICR Facility will provide technical assistance to the OGTF under the MOE to develop the diagnostics study of the bioenergy sector within the context of a public-private dialogue. The contractor shall provide the following services: 1. Prepare and facilitate kick-off meeting with key stakeholders

  • Organised with the OGTF, hold a kick-off meeting with the bioenergy sub-committee for the study.
  • Prepare a PPT presentation indicating the content of the intervention (milestones, responsibilities and timeline; indicate clearly the role to be played by involved parties and when these should be carried out).
  • Liaise with ICR facility and the MOE/OGTF on organisation of meeting and invitations and ensure that relevant actors (validated with ICR Facility and MOE/OGTF) are invited, and facilitate meeting.
  • Prepare inception report (with review from the ICR Facility and MOE/OGTF).

2. Undertake a detailed data & literature review

  • Undertake a detailed literature review of relevant studies and reports on the Zambian bioenergy sector, incl. . the FAO report on Sustainable Bioenergy Potential in Zambia and other reports and documentation1 relevant to inform lessons learnt from other countries.
  • Review existing projects and programmes recently completed and currently active in the Zambian bioenergy sector and identify lessons learnt and gaps relevant to the public-private dialogue.
  • Develop a data matrix based on existing primary data available and identify any relevant data gaps in the Zambian bioenergy sector. Provide proposals on closing these gaps (to be included in the implementation roadmap).

3.Public private dialogue - holding consultations with key stakeholders

  • Draft questionnaire for key stakeholders and submit to MOE/OGTF for review and comment.
  • Public private dialogue: carry out key informant interviews and organise a minimum of three workshops with key players (government/inter-governmental workshop with MOE/OGTF secretariat, relevant ministries and Cooperating Partners; active participating companies and relevant programmes by Cooperating Partners2 via the bioenergy sub-committee; Civil Society Organisations and informal value chain actors (with a specific focus on women and youth)) to collect input on relevant contents and recommendations of the diagnostic study and implementation roadmap.
  • Write a summary report of all the consultation activities car points of each meeting, findings and conclusions) and share with the ICR Facility and MOE/OGTF.

4. Prepare diagnostics study of the Zambian bioenergy sector, including recommendations and implementation roadmap for the bioenergy sub-committee.

  • Prepare a draft report including the diagnostic of the bioenergy sector, recommendations and implementation roadmap.
  • Validation workshop: prepare presentation of the analysis and findings of the diagnostics study and recommendations for action by the OGTF bioenergy sub-committee. Organize and present in a workshop with bioenergy sub-committee members, ICR Facility and MOE/OGTF and any other relevant stakeholders, with the goal to agree and adopt the implementation roadmap.
  • Incorporate the comments and feedback from the validation workshop and prepare a final report.
  • Develop a 5-page policy brief targeted at the government on identified gaps and key actions that will enable the improvement of Zambia’s bioenergy sector. Hold a meeting with ICR Facility and MOE/OGTF and any other relevant stakeholders to present the brief. Incorporate the comments and feedback from the meeting and prepare a final policy brief.

5. Support to investor workshop

  • Guide and support the organisation of an investor workshop (to be organised by MOE/OGTF) as a platform to engage financial partners with the Zambian bioenergy sector, also drawing in potential foreign investors in Zambia.

6.Technical assistance to OGTF to ensure that recommendations are taken up and     implemented effectively.

  • Provide continued support to regular meetings with the bioenergy sub-committee of the OGTF, during and following the conclusion of the study. Among other points to be discussed, the consultant will :

1. Review regulations, such as charcoal regulations, or other documentation, based on need. 2. Provide ad hoc assistance in implementing the adopted roadmap through guiding stakeholder meetings and following up on key action points. 7. Other tasks

  • Prepare completion report containing M&E indicators, main activities carried out and lessons learned (template to be provided by the ICR facility).


The position is opened to individual consultants or firms with the following credentials:

  • Minimum of Masters degree (PhD is added advantage) in international development, economics, finance or other related studies.
  • Minimum 10 years of experience working in policy implementation in the field of renewable energy and the bioenergy sector. Knowledge of the energy sector, bioenergy sector and climate change.
  • Experience on policy/regulatory environment, business environment reforms, and Public-Private Dialogue.
  • Knowledge of the energy sector, bioenergy sector and climate change.
  • Robust research and writing skills with experience in developing policy documents for governments in ACP countries.
  • Experience in the field of economic development in ACP states, Southern Africa in particular.
  • Experience leading market assessments exercises. Good communication skills with experience in leading workshops and stakeholder consultations.
  • Experience providing technical assistance to the public and private sector in emerging economies.

Final diagnostics report on bioenergy sector, recommendations and implementation roadmap, incorporating any complementary information, suggestions and feedback from the workshop in the report. Week 13: 65 working days after contract signature, up to 5 expert days 8. Policy brief to decision-makers on gaps identified and key actions. Week 13: 65 working days after contract signature, up to 5 expert days 9. Support to investor workshop. Week 15: 75 working days after contract signature, up to 5 expert days 10. Ad hoc technical assistance to OGTF bioenergy sub-committee (optional, based on request to be determined by the ICR Facility). To be defined based on need up to 24 expert days. 11. Project completion report. Week 24: 120 working days after contract signature, 1 day Level of effort: total number of expert days is 66. An additional 24 expert days may be available to be used for ad hoc technical assistance to the OGTF bioenergy sub-committee based on request and to be approved by the ICR Facility, bringing the total number of expert days to a maximum of 90 days. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. Assessment will be based on qualification and rate.

Period of assignment The project shall last from November 1, 2021 to May 30, 2022. Travel

The country of assignment will be Zambia. Travel arrangements are to be defined according to need and within Covid-19 restrictions. In the worst-case scenario, all communication may need to be virtual. Reviews & reporting The Consultant is responsible to deliver the work according to the above schedule. The ICR Facility and SNV Zambia are responsible for review of the deliverables. Final approval of deliverables is with the ICR Facility. The Bioenergy Subcommittee of the OGTF will be consulted in the production of the report. Workshops, Training The contractor implements virtual meetings and workshops as defined above and supports the organisation of physical meetings with the OGTF. The consultant will draft the agenda, advise the selection of attendees, prepare content and facilitate the workshops.

  • For virtual meetings, the consultant ensures s/he has appropriate software to invite for virtual meetings / video conferences / webinars. No budget is provided for this.
  • For physical workshops, the consultant will work closely with the OGTF to organise these meetings. The ICR

Facility will cater for the costs (venue, catering) of holding a physical meeting. The meeting logistics will be organised by the local SNV office in Zambia.
