The following TOR is for the specific purpose of designing a pilot funding facility for micro-hydro projects, financed out of grant and/or loan funds from the [Donor] operation. Preparation of pilot projects is done through a separate consultant work. Aside from briefly raising key questions to be addressed, the TOR puts the responsibility on the consultants to make the final identification of issues and options, and to recommend subsequent steps in the assignment.
