The downstream fuel market is open and free in Australia. The „Australian Competition and Consumer Commission“ publishes information concerning fuel prices, including a detailed monitoring, price composition, market analysis and facts (see www.accc.gov.au). Most detailed information can be found in the annual reports „Monitoring of the Australian petroleum industry“, last published in late 2010 (→App. A3). This report includes a detailed analysis of short-term pump price cycles (per day/per week).

According to ACCC, 20% of consumed fuel was imported in 2010. For the South-East-Asian and the Oceania regions, the spot market price for fuels in Singapore is the main determinant for import prices of fuels.

In Western Australia, Fuel Watch has been designed to stop intra-day fuel price variations and to track/monitor fuel prices. Retailers must announce the retail price for each fuel they sell by 2pm and stick to the notified price from 6am next day for 24 hours. More on: http://www.fuelwatch.wa.gov.au/
