Overview
Tunisia and Germany have intensified their strategic and technical collaboration in the energy sector along the further integration of the private sector in Tunisia. The Memorandum of Understanding on an energy partnership between Tunisia and Germany signed in early 2012 is a solid basis for an intensive cooperation between the two governments. Since the establishment of a permanent Secretariat in Tunis in 2013, implemented by GIZ, the Energy Partnership has functioned in an institutionalised manner. The goal of the Energy Partnership is to improve economic, legal and technical conditions in the Tunisian energy market.
The cooperation in the framework of the Energy partnership includes various fields, such as energy supply security, use of renewable energies, improving energy efficiency, reducing energy consumption, sustainable development and climate protection.
The Energy Partnership is composed of several institutionalised bodies. The steering committee is the agenda setter: it determines the thematic orientation of the Energy Partnership as well as responsibilities and funding. Three working groups (“green economy”, “low carbon strategies” and “energy policy”) ensure the continuous exchange between the parties. The secretariat strengthens the dialog and provides organisational and technical support to the steering committee and the working groups. It is the interface between partner ministries, steering committee, working groups, the private sector, civil society and German institutions abroad.

- Organisation of several political and technical discussions involving the private sector to enhance the economic, legal and technical framework in the Tunisian energy market
- Trips of high-ranking Tunisian delegations in Germany
- Establishment of the “German-Tunisian Energy Day”
- Concrete actions to enhance grid integration of renewable energies

La Tunisie et l’Allemagne ont intensifié leur collaboration stratégique et technique dans le domaine de l’énergie depuis l’intégration plus forte du secteur privé en Tunisie dans ce secteur. La déclaration d’intention commune concernant un partenariat de l’énergie signée en 2012 constitue une base solide pour l’établissement d’une coopération intensifiée entre les deux gouvernements. Depuis l’ouverture par la GIZ d’un secrétariat permanent à Tunis en 2013, le travail du partenariat de l’énergie est désormais institutionnalisé. Le partenariat cherche à améliorer les conditions économiques, légales et techniques du marché énergétique tunisien.
La coopération réalisée dans le cadre du partenariat touche différent domaines tels que : la sécurité d’approvisionnement, l’utilisation d’énergies renouvelables, l’amélioration de l’efficacité énergétique, la réduction de la consommation énergétique, le développement durable et la protection du climat.
Le partenariat de l’énergie est composé de plusieurs organes institutionnels. Le comité de pilotage est l’organe décideur : il détermine les orientations thématiques du partenariat ainsi que les responsabilités de chacun et les moyens financiers alloués. Trois groupes de travail (« économie verte », « stratégies à faible émission de carbone » et « politique énergétique ») assurent une communication régulière entre les parties. Le secretariat renforce le dialogue entre les différents organes et offre un soutien organisationnel et technique au comité de pilotage et aux groupes de travail, il fait office d’interface entre les ministères partenaires, le comité de pilotage, les groupes de travail, le secteur privé, la société civile et les institutions allemandes à l’étranger.
Résultats obtenus grâce au soutien technique et logistique du secrétariat
- Organisation de plusieurs discussions politiques et techniques avec le secteur privé afin d’améliorer le cadre économique, légal et technique du marché énergétique en Tunisie
- Voyages de délégations tunisiennes de haut rang en Allemagne
- Mise en place de la « Journée tuniso-allemande de l’énergie »
- Actions concrètes menées pour améliorer l’intégration des énergies renouvelables au réseau
