The urgency to achieve net-zero carbon emissions by 2050 to limit global warming below 2˚C has emphasized the need for countries to plan their clean energy transitions. This need is further driven by countries facing challenges to improve their energy security, increase energy diversification and reduce fossil fuel imports. This is compounded with the fact that current trends indicate that SDG-7 goals - universal access to modern and reliable energy, increasing renewable energy share and doubling energy efficiency improvement - is not on course to be met by 2030. As of 2018, 789 million people do not have access to electricity and 2.8 billion people lack access to clean cooking solutions and though much more efforts are needed, it is clear that clean energy solutions have demonstrated the ability to fast-track the closing of access deficits while aligning with Paris agreement climate action goals.

Southeast Asian countries have been progressing with their clean energy targets as set out under the ASEAN plan of action on energy cooperation (APAEC). The current APAEC phase-II (2021-2025) targets 32% reduction in energy intensity and 35% renewable energy-based installed power capacity by 2025. The APAEC phase-II also based on the themes of Energy Security, Accessibility, Affordability, and Sustainability for All. The clean energy pathways adopted by China, Japan and South Korea can also have a potential impact on solutions adopted in the global south, especially in southeast Asia. These three countries are members of ASEAN+3 cooperation framework and support the regional integration and cooperation of the ASEAN members states and support the efforts under ASEAN plan for energy cooperation and its several objectives.
