|| This course is addressed primarily to regulators and policy-makers working on the regulation of energy markets across the Globe. The course aims not only share the optimal governance models experienced in Europe for the energy transition, but also compares it with another innovative initiatives in South America, Asia, and Africa.
This 8-week online course combines theoretical and practical views on how to assess outputs and outcomes of regulatory authorities – in other words, regulatory delivery. Infrastructure regulation is increasingly complex due to public policies promoting liberalisation and decarbonisation, as well as to several technological changes, namely digitalisation. Establishing the goals of regulation and evaluating its outcomes is not a trivial task.
Participants will have a unique opportunity to learn how regulatory authorities are adjusting – and should adjust – their governance in order to ensure that they meet societal goals and promote efficient economic choices. The course faculty includes former regulators with practical knowledge and academics with many years of experience in different research areas.
In the first six weeks, the course sets a general conceptual framework and then assesses regulatory delivery from different perspectives: economic, legal, societal. Particular emphasis is given to the challenges of digitalisation and governance.
The course combines comprehensive weekly classes with readings, videos and live interactions. Participants will learn how to operate with regulatory tools in theory and their different application in practice. They will also receive instructions about how to develop their proposal for regulatory reform throughout the course and get feedback from our experts.
