The Innovations Against Poverty (IAP) Programme is a four-year (September 2016 – August 2020), SEK 70.6 million project implemented in Cambodia, Ethiopia, Uganda and Zambia. IAP is funded by Sida and managed by SNV Netherlands Development Organisation in partnership with Inclusive Business Sweden and BoP Innovation Center.
IAP challenges the private sector to develop products, services and business models in agriculture, energy, water, hygiene and sanitation (WASH), and ICT that can contribute to fight poverty and climate change. IAP is a specialized fund developed to identify and support innovative Inclusive Business (IB) ideas that deliver both commercial benefits for the private sector and developmental benefits for low income people, while advancing the inclusion and economic empowerment of women. The support provided by IAP includes i. financial support through grant-financing in the range of EUR50,000 to EUR200,000 for selected innovations, and ii. advisory support including training and coaching on inclusive business development and innovations.
Overview of the Position
The Programme Manager has responsibility for overall management of IAP which includes: efficient management of financial resources; challenge fund management; review and approval of project plans, budgets and monitoring expenditures; supervision of field operations & implementation; supervision of procurement and monitoring and evaluation; coordination with project implementing partners and ensuring quality control and timeliness of all deliverables. S/he will ensure full compliance with the donor contract and regulations and will oversee the programme reporting process to the donor. S/he will provide leadership and manage IAP staff serving in four IAP countries. The position is based in Phnom Penh, Cambodia and reports to the SNV Cambodia Country Director.
•Provide overall programme management;
•Lead and steer the programme implementation team in four countries;
•Build, strengthen and manage partnerships with governments, key partners, institutions and stakeholders;
•Manage sub-contractors and coordinate project consortium partners;
•Manage donor relation and reporting to the donor;
•Ensure proper control and management of financial resources of the project, including the matching grant facility;
•Monitor performance of the project management team to ensure all milestones set in the work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;
•Account and report to SNV and the donor on project performance;
•Guide knowledge development, documentation and communication and branding in close collaboration with the donor;
•Present results and represent the programme in relevant national, regional and international for a.
•Academic qualifications (Masters degree or higher preferred) in relevant field required, including international development, business administration;
•Minimum of eight years (preferably five years of international experience) of progressively responsible work experience in managing and implementing complex, donor-funded development projects; experience managing Sida-funded projects a plus;
•Demonstrated experience supporting inclusive business initiatives (experience working on challenge funds a plus);
•Solid experience working in at least one of the following sectors and understanding of the others: agriculture, renewable energy, environment, WASH, and ICT;
•Ability to strategically lead, inspire and energise project teams;
•Excellent social and networking skills, ability to engage with the private sector and civil society;
•Highly-motivated self-starter with strong organizational and leadership skills;
•Strong strategic decision-making and excellent communication skills (written and oral) including reporting and presentation skills;
•Fluency in both written and spoken English;
•Willingness to travel to project locations.
Contract Duration: 1 year, with strong possibility of extension
