Ultimate result of service Under the guidance and supervision of the Head of the Secretariat, the consultant will contribute to the following objectives of the Local2030 Coalition: (i) consultations and dialogues on local climate action (ii) report for the COP30, (iii) high level localization event at COP30, and (iv) institutionalize a partnership with CPLP to boost localization.

Functions and responsibilities

The position is located in the Local2030 Coalition Secretariat, as part of the Global Solutions Division. The Global Solutions Division (GSD) provides programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards the effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training and supports capacity development of Member States and partners. The Local2030 Coalition is the UN system-wide mechanism to advance the crucial engagement of local stakeholders in a systematic way – a common space to mobilize, engage, and empower every local actor, everywhere – towards achieving the SDGs. The Coalition is underpinned by the recognition that strategic and committed partnerships are key to ensuring coherence and effectiveness. Inside the UN system, the Local2030 Coalition aims to strengthen coordination between the UN entities’ efforts and expand and deepen their partnerships with local actors to advance the SDGs. The Coalition is co-chaired by UN-Habitat (as the permanent co-chair) and one other UN entity, which rotates every two years (currently FAO). 

UN-Habitat also leads the Secretariat of the Local2030 Coalition. The Coalition is governed by a Steering Committee and supported by a UN Directors’ Group, which includes senior representatives from various UN Agencies, Offices, Funds, and Programmes. The Executive Office of the Secretary-General (EOSG) closely accompanies and supports the work of the Local2030 Coalition. 

The position is located within the Local2030 Coalition Secretariat under the Global Solutions Division of UN-Habitat. As the world prepares for the 2025 climate COP30, which will take place in Belém, Brazil, the Local2030 Coalition is mobilizing its global network to elevate the role of local and regional governments, local stakeholders, and multilevel governance in the implementation of the Paris Agreement. The Coalition aims to ensure that the COP30 process is informed by the experiences, perspectives, and solutions of local actors, and that the global climate architecture recognizes the central role of localization. In particular, the work will spotlight the importance of local climate finance and linkages with the Fourth International Conference on Financing for Development (FFD4) and the 2nd World Social Summit for Social Development. Duties and Responsibilities Under the supervision of the Team Lead and the overall supervision of the Head of the Local2030 Coalition Secretariat, the consultant will be responsible for the following tasks: 
*Coordinate and facilitate regional and global consultations and dialogues towards COP30 
*Plan and support the organization of regional and global consultations and dialogues (virtual and/or in-person) focused on the role of local actors in climate action and multilevel governance. 
*Ensure strong participation from member states (e.g., through CHAMP), local and regional governments, networks (e.g., Local2030 Hubs; associations of LRGs, etc.), and local stakeholders. Report on the results of the COP30 regional and global consultations and dialogues 
*Collect and analyze inputs from dialogues and consultations. 
*Draft a detailed report documenting key findings, outcomes, and recommendations. 
*Produce a synthesis report consolidating findings, recommendations, and key messages for presentation at COP30 and beyond. Contribute to and organize a local-focused high-level event at COP30: 
*Translate the key messages and outcomes of consultation and dialogue into the thematic and programmatic design of a COP30 high-level event or side event focused on local climate action. 
*Support logistics and partnership coordination for an in-person COP30 side-event or high-level dialogue. 
*Support logistics and partnership coordination to ensure a successful and inclusive in-person event at COP30. Foster post-COP30 dialogue with Portuguese-speaking countries to boost localization and climate action 
*Provide strategic support to Portuguese-speaking countries in establishing a dedicated platform or working group on localization and climate action within the Community of Portuguese Speaking Countries (CPLP). 
*Facilitate knowledge exchange and peer learning among CPLP members to sustain momentum, deepen multilevel governance and multi-stakeholder approaches, and create partnerships to boost localization and climate action. Reporting Line The position is located in the Local2030 Coalition Secretariat, as part of the Global Solutions Division. The incumbent will be supervised by the Team Lead, with the overall supervision of the Head of the Secretariat. The expert will work in close proximity to other team members, members of the Local2030 Coalition (especially Local2030 Hubs and Steering Committee members), and key partners involved in these global processes.
