In 2012, government decided to reduce fuel imports by BPC to save foreign exchange, Bangladesh Power Development Board decided to lower electricity purchases from oil-based power plants to cut costs, 22 of the 29 oil-fired power plants were shut down in early Mar 2012, and Dhaka Electric Supply Company served notice to mills and factories to keep their units shut from 6 P.M. to 6 A.M.

According to sources (see →App.A1), gasoline and diesel are subsidized. In May 2011, the prices for fuels were increased by 2 taka per litre to lower subsidies on the long term. This was the first price change since January 2009, when prices were significantly reduced due to low crude oil price. The last price increase was in summer 2008, when crude oil prices reached record levels.
 
 
 
The Bangladesh Petroleum Corporation is the countries only oil goods importer and distributor, showing an immense deficit per year induced by fuel subsidies (20 billion taka = ~285 million US$, →App. A2).
