Government has frequently reduced or suspended excise taxes and customs duties on petroleum products, especially when the country’s sole refinery, Indeni, is shut down, such as in Oct 2009. There is a 25% import tariff. In August 2008, after the refinery shut down twice, oil companies began importing petroleum products directly. In Jan 2009, the import duty was increased from 5% to 25% to protect the refinery and Tazama Pipelines, which was left with a large inventory surplus.

|Fuel Pricing Policies=The Zambian „Energy Regulation Board“ (ERB) regulates fuel prices, basing on the prices of crude oil on the world market. Petrol prices are being changed monthly if the crude oil price is volatile, or remain the same for a much longer time if the crude oil price is more stable.

|Fuel Matrix Pricing Mechanism=2
Until September 18th 2010, fuel prices included actual transportation costs and therefore differed among the cities and regions of Zambia. This implicated higher fuel prices for rural areas.

Effective September 18th 2010, the „Uniform Petroleum Pricing Mechanism“ (UPP) was installed in order to reduce prices in rural areas. All regions now have uniform petrol prices, including average transportation costs.

Due to several press statements, petrol is subsidized in Zambia. However, no information on how high this subsidy actually is could be found on the ERBs internet website. The Commercial Mark-Up is also unknown.

The ERBs website offers a lot of information including fuel price statistics, taxes and some information about price composition. Changes in fuel prices are announced and justified to the public in a qualitative manner through press statements.

Pricing policy: Government sets wholesale prices according to a cost-plus formula. Government adopted a uniform pricing mechanism in Sep 2010, to be implemented in phases, for gasoline, diesel, and kerosene sold at filling stations. Uniform pricing is meant to be self-financing and achieved through the Rural Fuel Subsidy Fund. Recently prices have been adjusted infrequently, raising concerns that they may have fallen below cost-recovery levels.
