The downstream fuel sector is open and liberal in the EU. Furthermore, fuel prices are mostly unregulated (Luxembourg is an exception here, having mandatory maximum prices).

There are immense price differences for fuels among the EU member countries, because of the different taxation (see 2.). E.g., as of May 2011 retail prices for Super95 range from 1.211€/ltr (1.79US$, Bulgaria) to 1.716€/ltr (2.54US$, Greece).

The EU publishes information on energy pricing and taxation on their energy portal. However, historical fuel price information is not freely available, http://www.energy.eu/.

Comprehensive information including fuel price monitoring, taxation monitoring, import&export, processing/refining and also historical fuel prices from Jan2009 can be found on the European Commission website at http://ec.europa.eu/.

The Rotterdam spot market prices are important for fuel prices in Europe.

All member states impose excise taxes and VAT on fuels. However, the amount varies enormously: As of March 2011, indirect taxes (excise duties + other taxes) range from ~0.363€/ltr (Bulgaria) to 0.724€/ltr (Netherlands). The EU enforces a minimum excise duty of 0.359€/ltr (excl. VAT). VATs range from 15% to 25%.

Several members additionally impose further taxes on fuels, as a “CO2-tax” or an “environmental tax”. Also, VAT is usually imposed over all other price components (incl. taxes!), thus, there are taxes on taxes.
