The SNV Energy Sector in Cambodia has different projects funded by multi- and bilateral donors, investors, and charities. The project manager will be responsible for at least three projects: Clean and Improved Cooking in the Mekong, Improved Cooking on Carbon Credits, and Smoke-Free Village. The Project Manager manages the planning and implementation of the projects, within scope, budget, timeline, and acceptable quality levels along with the commitments specified in the contracts signed with the donor(s) and other relevant stakeholders. The Project Manager works in compliance with SNV standards, SNV`s approach to project management, and donor regulations, to achieve high-quality results and deliverables of the project.  
Project objectives and targets are met within the restraints of time, quality, and budget, and in accordance with the Project’s Operations Manual.

The Project Manager builds and maintains effective relationships within the team and external partners by ensuring a high level of SNV visibility and branding. Signals and acts on the potential for positioning, innovation, upscaling, and potential follow-up on projects. Recognizes threats in time and analyses potential solutions while making sure relevant colleagues are informed.
  
The Project Manager will be dedicated to the implementation of the UECCC-managed activities

S/HE acts as a senior technical expert for SME development in direct support of the private sector and by creating an enabling environment for the private sector to operate in, run business, and make investments feasible. Ascertain the profile and level of business readiness of SMEs, and make a roadmap of potential investments.
under EASP, and will have the following duties and responsibilities:
 
*Provide overall professional project management services under the EASP and to ensure successful implementation of UECCC-managed activities and targets.
 
*Ensure that the project is implemented in accordance with the Project’s Operations Manual (POM) and Implementation Optimization Plan
 
*Prepare reports and evidence on fulfilment of performance-based conditions for submission to the Project Coordination Manager at the Project Coordination Unit (PCU) at MEMD.
 
*Lead the PIU staff and develop operational tasks and set operational goals and timeframes to ensure each program will meet the project targets
 
*Prepare timely EASP work plans and budgets for consideration and approval by the World Bank and UECCC Board of Directors. Create and update project workflows to effectively manage project implementation progress
 
*Act as the focal point for all project stakeholders and ensure close coordination and effective information exchanges
 
*Monitor progress of the project on a continuous basis
 
*Coordinate quality controls for ensuring the deliverables meet set goals
 
*Supervise the Program Managers of the four financing programs
 
*Organise and motivate the Program Managers and their respective subordinates to work as teams to deliver to the set project objectives and targets
 
*Track project performance, specifically to analyse the successful completion of short and longterm goals
 
*Monitor and report the project performance, identify implementation issues proactively, and propose solutions including adjustment of POM as needed.
 
*Ensure that the project is visible, known and understood by all key stakeholders.

Minimum Qualification and Experience

Bachelor’s or Master’s degree in a specialized/ relevant technical field and (min. 7 years) experience in development work and project implementation in relevant topics such as energy, gender, health, or climate change-related projects.
*Honours degree in a business or science related field from a recognised university.

Ability to ensure progress reviews quality of own expertise, and ensures client support and satisfaction during projects.  
*Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university.

Demonstrates analytical skills and ability to detect problems, recognize important information, and link various data to trace causes of issues and their possible solutions.
*At least seven (7) years relevant work experience in project management position(s) of similar projects/programs with a focus on consumer and enterprise financing.

Ability to encourage and guide team members in order to make their performance more effective and to enhance their self-perception and problem-solving skills.
*Experience with clean energy technology financing off-grid energy services (solar and clean cooking technologies) will be will be an added advantage.

Be able to be setting high-quality standards and striving for continuous improvement and quality assurance.
*Demonstrable skills in business development or relationship management.

The ability to hold on to views and plans of action despite adversity.
*A high level of interpersonal and people management skills and ability to motivate the team to deliver and work with fast paced teams in the organisation at all levels.
