The downstream fuels sector is open and liberal in Hong Kong. Prices are set independently by oil companies. The government tries to motivate more companies to enter the market by reducing legal and organizational barriers.
The Environment Bureau (http://www.enb.gov.hk/) publishes a long-term statistic for fuel prices, comparing the actual pump prices with the import price (where the Singapore spot market price is used as a reasonable benchmark; Hong Kong imports 100% of fuels). Customers can easily identify the resulting margins of oil companies.
Also, the official website http://www.consumer.org.hk/pricewatch/oilwatch/ offers a very convenient one-sight-overview over all up-to-date fuel prices of major retailer companies, leading to a higher pressure on the retailers competitiveness.
Some oil companies, e.g. Shell, publish their prices on their website.
