Abstract
Competing views on how to avoid double counting of emission reductions were a major roadblock in reaching consensus on international rules for carbon markets at COP24 in Katowice. In this article, a team of ten authors unpacks the discussions and identifies essential ingredients for a robust outcome at COP25 in Chile.
