The Ministry of Energy and Mineral Development is supervisor for the whole petroleum sector, including the downstream sector which is privatized and liberal in Uganda. The main licensed oil companies are Shell, Total, CALTEX and EMPEX, which had a 73% share of the downstream market in 2008. The government tries to motivate more companies to enter this market to improve competitiveness and lower prices.
The Ministry used to publish annual reports, including fuel issues. However, the last annual report found on their website is of 2008 (→Annex A2). Statistics/monitoring of actual pump prices and information about the price composition (taxation/subsidies/import prices) are also missing.
Uganda is very dependent on fuels imported from Kenya. Uganda is often facing fuel shortages due to supply logistics problems, leading to very high fuel prices and black markets (→Annex A1). There are pipeline projects going on, to reduce the risk of fuel shortages.
A lot of statistics are published containing aggregated values, e.g. the summed-up consumption per year of several fuel types and other energy types.
