Last Update:

The „Office Malgache des Hydrocarbures“ (OMH) is the national institution to control and regulate the fuel sector in Madagascar.

The fuel sector is liberalized in Madagascar. OMH releases maximum indicative pump prices for fuels, including a price breakdown. OMH also offers comprehensive information on historic fuel price timelines and analyses of the market. This includes e.g. an analysis of the (negative) correlation between the fuel prices and the amounts sold at the pump.

OMH also offers comprehensive legal information concerning the fuel price market on their website.

OMH is in charge of selling concessions (for several roles of market attendees, e.g. retailer, wholesaler, importer or exporter; any individual is allowed to enter the market). OMH also defines quality standards for fuels.

(*The “delta for exchange rate” is a small, monthly updated element accounting for the temporal change of the exchange rate of the Ariary to the US-Dollar. In Particular, this was invented to account for the fact, that there is a time difference (estimated to be three weeks) between buying fuels in the international markets and selling them to customers. Therefore, this delta is positive for a weakening Ariary (as was mainly the case since its introduction in 2005), or negative else.)
