The Ministry of Trade and Industry seems to have installed a “Petroleum Special Unit”, but their website is “under construction” and currently (Nov. 2010) offers no information about fuel pricing at all.

"Government sets maximum prices for gasoline and diesel in Kigali. Since Jul 2011, government has tried to maintain constant prices for at least three months at a time. The retail diesel and gasoline prices are the same if the international diesel price is higher than the international gasoline price, and the retail diesel price is lower otherwise. At a cost equivalent to 0.4% of GDP, government reduced fuel taxes in Jul 2011 by RF50 (US$0.08) per liter and in Jan 2012 by another RF50 to bring fuel taxes more in line with those in the neighboring countries as well as to curb inflation. Measures to keep prices lower include increasing stockholding and bulk procurement." (Source: Kojima, Masami.
