The objective of the assignment is to lead implementation of the Solar Facility Program and coordinate with key stakeholders as needed to ensure effective and efficient implementation of the EASP project.
Scope of Services
The Program Manager will be dedicated to the implementation of the Solar Facility Program under the EASP, and will have the following duties and responsibilities:
- Project implementation activities.
He/she will provide professional management services during the implementation of the Solar Facility Program by:
- Ensuring that the program is implemented in accordance with the Project’s Operations
Manual (POM)
- Establishing business relationships with UECCC’s Participating Financial Institutions
(PFIs)
- Ensuring that all required agreements, including Participating Agreements for the facilities are drafted and signed between UECCC and the PFIs
- Obtaining required documentation and approvals from stakeholders where applicable
- Closing wholesale financing transactions with PFIs.
- Closing UECCC direct financing transactions with eligible solar companies having good
contracts with good quality receivables but unable to access financing from PFIs.
- Engaging PFIs to extend loans to end users including households and commercial enterprises
- Engaging PFIs to promote uptake of working capital loan facilities by solar companies.
- Following up on transactions being considered by PFIs.
- Liaising with other EASP project stakeholders, including but not limited to MEMD and Uganda National Bureau of Standards (UNBS Uganda Solar Energy Association (USEA)
on a continuous basis to obtain and/or share relevant information for effective delivery of the program outputs.
- Identifying implementation issues proactively and propose solutions including any adjustments needed for the POM.
- Carrying out any other duties as assigned by the EASP Project Manager that contribute to
achieving the development objectives of the EASP project.
- Monitoring and evaluation of the program activities by:
- Availing data required for monitoring and evaluation of project activities.
- Obtaining relevant feedback from the solar vendors and PFIs for performance monitoring
and improvement
- Undertaking joint periodic (at least semi-annually) supervision and monitoring visits with PFIs to solar vendors
- Reviewing quarterly progress reports from PFIs with a view to prepare internal quarterly
reports
- Preparing periodic reports covering all the key aspects of the program.
Minimum Qualifications and Experience Requirements
- Honours degree in a Business or Science related field from a recognised University.
- Master’s degree in business management, project management, international development,
economics, finance, renewable energy, or related field from a recognized university
- At least five (5) years relevant work experience in coordinating and/or managing
project/program activities with reputable banks or financial services organisations
- Demonstrable experience in the energy sector, preferably in off-grid solar.
- Demonstrable experience working with Government or non-Governmental Organizations
(NGOs) on energy projects financed by Development Financial Institutions such as the World Bank, AfDB, AFD, KfW, etc. will be an added advantage
- Demonstrable experience with solar enterprise financing will be an added advantage
- Demonstrable skills in business development or relationship management
- A high level of interpersonal and management skills and ability to work with teams in the
organisation at all levels
- Must be self-driven with ability to work under pressure with minimal supervision and
deliver results amidst tight deadlines
- Proficiency in Microsoft Office Applications.
- Excellent communication skills with proficiency in written and spoken English
