Methodologies and Principles for Monitoring Access to Modern Energy
Access to modern forms of energy is proposed to become one of the Sustainable Development Goals. Under the UN-Initiative SE4All, universal energy access by 2030 is already one of the three priorities. For a transparent tracking of the achievements under these globally set goals, a stringent, plausible and practical monitoring system is needed to provide the public with credible and verifiable data.
The following link is describing methodologies and principles for monitoring access to electricity in the case of on-grid projects. The text is also dealing with the question how to attribute access outcomes to different donors if several donors are involved in the same area. Comments and suggestions for the applicability of the proposed methodologies are highly welcome.
