Promote renewable energy and energy efficiency The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) assists the Mexican government, commissioned by
the German Federal Ministry for Economic Cooperation and Development (BMZ), with the design of the required frame conditions for the promotion of renewable energy and energy efficiency. Both topics directly contribute to climate protection.

Innovative housing assessment and labeling
In an aim to promote sustainable housing development in Mexico, an assessment system called “Sisevive-Ecocasa” has
been created. The system tests and evaluates the energy performance and environmental sustainability of buildings by taking into consideration the architectural design as well as the energy and water consumption. GIZ has contributed with the development of two calculation tools: The DEEVI tool for energy-efficient design and the SAAVI tool for simulation of domestic water savings.
This initiative is part of the “green mortgage” program implemented by the National Fund for Workers' Housing INFONAVIT and has already tested more than 150,000 homes (INFONAVIT March 2017).

Construction Codes and Capacity Building in Sustainable Housing for Local Authorities
The building codes applied in the Mexican housing sector do not cover the full spectrum of potential energy efficiency measures. Moreover, weak enforcement of building codes contributes to low levels of energy efficiency in standard newly built houses. The NAMA will help to introduce a countrywide licensing procedure for new buildings and developments focusing on energy efficiency aspects. As the local governments have the authority regarding enforcement of the building codes, technical assistance will be provided to local governments and organizations at the state and municipal levels for introduction of a minimum energy performance standard. They will be also introduced to the ‘whole building’ approach and target values for primary energy demand as well as sustainability criteria. In addition, as part of the supportive actions, national guidelines for adaptation of the Building Code will be developed.
