Lessons Learned in Morocco

The TERNA activities in Morocco permit to identify crucial points for the success of wind
energy projects in developing countries:
For potential financial institutions and the wind energy industry in Europe and America, it is
crucial to have high quality data which is certified by an international institution. The
establishment of a well trained team in the country is a prerequisite to start an important
wind programme.
The start of the first wind projects takes much time, especially when they coincide with first
experiences of private power production. In Morocco, TERNA accelerated this process by
giving more confidence to the collected data and their analysis for the site selection process.
TERNA is also particularly well adapted for know how transfer and capacity building of local
institutions like renewable energy centers and utilities. In the case of Morocco, TERNA’s role
was particularly remarkable in reinforcing the team work including improved cooperation

between the different institutions involved in the country. The demand for wind data from
national and international institutions and private firms increased during the last years.
Government policies in favor of wind plants as well as the support of the national utility are
essential for the success of wind energy projects. Wind projects should be integrated in the
national energy policies and specially in the electricity production masterplan.
BOT and other forms of independent power production may be appropriate also for building
and operating wind plants in developing countries. TERNA can also support this process.
