EnDev Uganda is looking for consultancy services regarding a baseline assessment on eCooking for households in three Ugandan regions under the EnDev Uganda Innovation Fund Pilot Project.

The Innovation Fund

The EnDev Uganda Innovation Fund Pilot Project aims to test and implement innovative ideas to accelerate progress and EnDev’s contribution towards achieving SDG 7. The innovations are meant to contribute to (non-linear) progress or impact on the following themes: Data and digitalisation (use of digital technology contributing to non-linear progress, strengthening, facilitating and/or improving the market), Productive use (application of renewable energy that generates an income, contributing to developing the economy and/or creating livelihoods), Leave no one behind (approach to include lower income, rural households and/or displacement-affected communities), and Out of the box (new approach to existing technologies, products, energy services, target customers (women, youth) or implementation modality).

eCooking baseline assessment

The eCooking pilot project is the first call for small-scale projects under the Demonstration and Market Introduction Fund Window and is being implemented under a consortium of EnDev Uganda and the Modern Energy Cooking Services (MECS) Programme. This project seeks to build on the experiences and recommendations of existing studies such as the GIZ Alternative Fuel Study (GIZ, 2021) and eCooking market assessments for Uganda that were conducted by EnDev and MECS. The eCooking baseline assessment is aimed at expanding knowledge on the eCooking usage and consumption data among 150 grid connected households in three regions of Uganda including Western, Northern and East/Central Uganda using digital tools (sensors, smart meters, etc.) to understand how they use Electric Pressure Cookers (EPCs), what their electricity needs are, and examine if the different EPCs meet the cooking needs of the participating households.

Objective

The main objective of this assignment is to design and conduct an e-cooking (EPC) usage and consumption baseline assessment among 150 grid connected households in three different regions in Uganda to support the establishment of e-cooking supply chain in Uganda.

Eligibility criteria

Eligibility documents required (eligibility assessment grid to be part of tendering documents) and assessment will be done on pass/fail basis. Non-compliant bids will be eliminated.

  • Certificate of incorporation/Registration
  • Valid trading license
  • Power of attorney authorising signatory to the bids/offers submitted to sign on behalf of the firm
  • Copy of Tax Registration certificate
  • Income tax clearance certificate (TCC) addressed to GIZ
  • Form 7 (shareholders/Directors)
  • Valid copy of income tax clearance certificate addressed to GIZ
  • Company organogram/Structure showing Internal staff
  • Bid validity period of 120 working days.

Experience required

At least 5 years of experience in performing quantitative and qualitative research and technical competence for assessment of electrical appliances and other energy efficient appliances. At least 2 years’ experience in conducting controlled cooking tests and kitchen diaries with electric pressure cookers and other electric cooking appliances. Experience with carrying out energy product fitness testing/standardization for clean cooking products using International Organisation of Standard (ISO) protocols or other accredited institution certification such as Uganda National Bureau of Standards (UNBS). Strong regional presence throughout Uganda including the project regions of Western, Northern, and Eastern Uganda.

Key Staff Required for the assignment

Team Leader: He/she must also have at least 5 years of experience in performing quantitative and qualitative research and be well versed knowledge of competence-based assessment for electrical appliances such as electrical pressure cookers, hotplates, and other clean cooking appliances. Specifically, he/she should have at least 2 years’ experience in conducting controlled cooking tests and kitchen diaries with electric pressure cookers and have the capacity to facilitate trainings of households with technical knowledge for using of electric cooking appliances using smart metering systems.

1 Additional Expert: He/She must have at least 3 years of experience in performing quantitative and qualitative research with a bias in energy efficiency and clean cooking. Poses at least 2 years’ experience in conducting controlled cooking tests and kitchen diaries with electric appliances including electric pressure cookers. Have experience with training/onboarding households on the use of electric pressure cookers or other electric cooking appliances using smart metering systems to document power consumption using electric pressure cookers. An experience with working in various parts of Uganda including western Uganda, Northern Uganda, and Eastern Uganda will be an added advantage.

Bids/ Offers Submission Deadline date and time

Late submissions will not be accepted!

Two separate emails should be used, one submitting technical proposal/offer and second email submitting Financial Proposal/Offer. You should have offers in PDF and zip folders.

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
