Job description
Objectives of the Assignment

The Refugee Program Coordinator will support the Project Manager and four Program Managers at the PIU to increase energy access in RHDs.

Scope of Services

The Refugee Program Coordinator will be dedicated to the implementation of the EASP project, and will have the following duties and responsibilities:

  • Project implementation activities.

He/she will provide professional services during the implementation of the EASP Project by:

    • Working closely with the Project Manager and four Program Managers at the UECCC PIU to develop strategic interventions for increasing access to energy in RHDs
    • Engaging and interesting Financial Institutions to provide credit facilities to refugee host communities
    • Advising the Program Managers in ways to strengthen market opportunities and mitigation of implementation risks across refugees and host communities
    • Supporting the four Program Managers to determine technical assistance facilities to be extended to PFIs, Energy companies and end-users in Refugee Host Communities.
    • Supporting the four Program Managers to process Participating Financial Institution (PFI) applications for facilities to be extended in RHDs
    • Proactively engage equipment (solar, clean cooking and electrical appliances) vendors to understand underlying challenges to supply and operate within the RHDs
    • Liaising with key stakeholders on a continuous basis to obtain and/or share relevant information for effective delivery of the project outputs
    • Liaising with refugee stakeholders, including Office of the Prime Minister, Department of Refugees, UNHCR and NGOs to understand energy development supply, demand and operational constraints in refugee settlements
    • Working with Safeguard Specialist to understand and mitigate the specific operational safeguard risks associated with implementation in refugee settlements and between refugees and host communities
    • Supporting the Program Managers during the post-funding relationship(s) between UECCC and the PFIs in refugee hosting districts by:
      • Co-ordinating the capturing of data on solar connections, clean cooking and other deliverables.
      • Obtaining relevant feedback from the equipment vendors and PFIs for performance monitoring and improvement in the delivery of services to Refugee host communities.
      • Undertaking joint periodic (at least semi-annually) monitoring visits alongside the Project teams and other stakeholders to engage with refugees and host communities.
      • Reviewing quarterly progress reports from PFIs with a view to prepare internal quarterly reports.
    • Carry out any other duties as assigned by the EASP Project Manager provided these duties contribute to achieving the development objectives of the EASP project
  • Monitoring and evaluation of the program activities by:

Participate in the monitoring and evaluation of project activities associated with Refugees and RHDs with a view to assess and evaluate the impact of the project activities in the RHDs.

Minimum Qualifications and Experience

  • Honours degree in a Business or Science related field from a recognised University;
  • Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university
  • At least five (5) years relevant working experience in coordinating and/or managing projects/programs activities with reputable organizations
  • Demonstrable experience in the energy sector and/or experience working with Government or non-Governmental Organizations (NGOs) on energy projects financed by Development Financial Institutions such as the World Bank, AfDB, AFD, KfW, UN, etc. will be an added advantage
  • Demonstrable experience associated with rolling-out services to refugees and refugee host communities will be an added advantage
  • Demonstrable skills in business development or relationship management will be an added advantage
  • Good interpersonal skills and ability to work with teams in the organisation at all levels
  • Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines Excellent communication skills with proficiency in written and spoken English
  • Proficiency in Microsoft Office Applications.
