Job description
Objectives of the Assignment
The Technical Officer will support the RBF (clean cooking and off-grid solar) and Clean Cooking Program Manager to implement a results-based financing facility designed to increase the uptake of solar and clean cooking technologies.
Scope of Services
The Technical Officer will be dedicated to the implementation of the EASP project and will have the following duties and responsibilities. He/she will provide technical support to the Program Manager, RBF and Clean Cooking Program, in the implementation of the RBF and Clean Cooking Program in accordance with the Project’s Operations Manual (POM), including but not limited to:
- Establishing business relationships with clean cooking companies and solar companies in Uganda to participate in the RBF program
- Shortlisting of technology providers to be eligible for participation in the RBF program
- Prepare calls for expression of interest by clean cooking companies and solar companies for the RBF.
- Receiving and appraising applications of clean cooking companies and solar companies for enrollment in the RBF
- Preparing appraisal reports for RBF applications.
- Drafting notification letters to approved participating companies, and also to non-approved companies, explaining the issues that need to be addressed to participate in the program
- Preparing Grant Agreements for the companies that are accepted in the RBF program
- Obtaining required documentation and approvals from other stakeholders where applicable.
- Monitoring performance of solar companies and clean cooking companies through reports issued by the IVA
- Undertaking joint periodic (at least quarterly) monitoring visits to sample installations made under the program.
- Support the Program Manager in the preparation of periodic reports covering all key aspects of the program.�
- Support the Program Manager in the preparation of monthly RBF progress reports.
Minimum Qualifications and Experience
- Honours degree in a Business or Science related field from a recognised university
- Master’s degree in business or science related field from a recognized university will be an added advantage.
- At least three (3) years of relevant work experience managing and/or coordinating resultsbased financing or equivalent programs for service/equipment delivery in the energy, or other sectors with reputable organisations
- Demonstrable experience and knowledge in the clean cooking sector will be an added advantage.
- Demonstrable experience working with Government or non-Governmental Organizations (NGOs) on projects financed by Development Financial Institutions such as the World Bank, AfDB, AFD, KfW, etc. will be an added advantage
- Good interpersonal, communication skills and ability to work with teams in the organisation at all levels.
- Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines.
- Proficiency in MS Office applications
