The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.

The IEA Energy Modelling Office (EMO) seeks an energy data manager for the collection, compilation, verification, research and dissemination of energy data and their use in IEA modelling tools. The chosen candidate will participate in the energy data related activities that underpin the Agency’s work on global energy challenges, including that on technology modelling. These activities include, but are not limited to, energy security, energy markets and prices, energy efficiency and innovation, end-use sectors, CO2 emissions, as well as specific research tasks associated with the development of IEA publications and data products supporting the IEA focus on energy transitions.

Main Responsibilities

Data collection, validation and development

Collect, review, input, and validate data received from various sources. Continually improve methods to ensure international comparability. Develop derived indicators and metrics such as energy balances or estimation of emissions, to support tracking of energy systems globally Maintain appropriate documentation on data series, draft methodological and technical notes on statistics for various releases and publications. Review data sources other than data submitted by national administrations, and identify new data sources (e.g. commercial, administrative, etc…) to track relevant areas of national and global energy systems. Conduct independent research into energy technologies and policies, including the analysis of energy saving potentials, technological costs, market deployment, policy characteristics and implementation. Database management, support, dissemination and analysis

Manage, maintain and develop statistical databases exploiting hardware and software developments to improve the efficiency of working methods. Work with Data Engineers to ensure the data is stored and structured in a way that maximises accessibility and usability, and facilitates dissemination. Ensure the integration of new data sets into the existing data infrastructure including those developed from micro-data and through the use of data science methods, address the changing needs of users by contributing to statistical development work. Provide guidance to internal and external users on data preparation and interpretation for use in empirical analysis and modelling, and ddress the changing needs of users by contributing to statistical development work. Participate in the production of statistical and analytical publications, reports and data products, via the preparation of visuals and text accompanying the statistical information. As needed, assist in the development of ETP’s end-use models and implement improvements in the existing modelling tools. Where necessary, develop new tools, working in cooperation and under the guidance of more senior IEA colleagues. As needed, deliver presentations and training in different settings, whether classroom or online, including to experts worldwide, and in due course help train new recruits. Ideal Candidate Profile

Academic Background

A university degree in fields relevant for energy data, i.e. statistics, data science, economics, mathematics, computer science, information technology, engineering, physics, environmental studies. Professional Background

A minimum of two years of relevant experience in Energy Statistics or Data Science.Proven experience in the production and/or use of data or statistics gained in the private sector, in a national or international organisation. General knowledge of statistical concepts and applied data analysis techniques; and understanding of requirements of data for modelling. Demonstrated experience in quantitative analysis and/or knowledge in the energy field would be an advantage. Strong communication skills, including capacity to present technical content to non-technical audiences. Ability to draft, edit and proofread texts on technical issues. Tools

Excellent command of Microsoft Office software, especially Excel. Good programming skills in Visual Basic required for certain positions. Experience performing data analysis using a coding language, such as but not limited to Python, R, Matlab. Experience in developing visuals with business intelligence softwares, such as but not limited to Power BI, Tableau, Lookee and managing data with SQL would be considered significant advantages. Demonstrated proficiency in econometric software (e.g. SAS, STATA) and experience with system dynamics modelling environments such as TIMES would be considered as advantages. Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other languages would be an asset. Core Competencies

Long-listed applicants may be invited to a written test to be held in mid-December and panel interviews are planned for Mid-January 2023. Contract Duration

Two year fixed term appointment, with the possibility of renewal. What the OECD offers

Monthly base salary starting from 4 938 EUR, plus allowances based on eligibility, exempt of French income tax.
