The Ministry of Industry and Trade regulates fuel prices in Ethiopia. There is no official information available on their internet website.
An online news article (→Appendix A1) states, that prices were revised upwards three times in three month in late 2010. Prices are changed without any prior announcement. Also, this article cites the ministry, saying that those price increases arise from increased global oil prices and the devaluation of the local currency (Ethiopian Birr). It can be assumed, that prices are homogeneous across the country (as prices come without any relation to specific cities or regions).
