The downstream sector is open to private oil companies in Pakistan.
The Oil and Gas Regulatory Agency (OGRA, http://www.ogra.org.pk) sets maximum depot and pump prices and also enforces these prices. OGRA also carefully monitors prices. OGRA is the licensor for all companies taking part in the downstream sector. Oil companies are forced to report their pump prices to OGRA for each of their gas stations on a weekly basis. OGRA publishes this data, along with historical price statistics, price composition statistics and a detailed description of the price structure.
There is no fuel levy on diesel, which, altogether with higher refinery prices, results in almost identical pump prices for diesel and gasoline.
"Ex-depot prices of automotive diesel have been deregulated since Jun 2002. Government was setting ceilings for ex-depot prices of other fuels based on an import-parity formula until Jun 2011, when these prices were also deregulated except kerosene. For LPG, government sets ceilings for ex-refinery or ex-processing plant prices of domestically produced LPG but not imported LPG. Oil companies are required to notify their selling prices to Oil and Gas Regulatory Authority (OGRA), and the prices are posted on OGRA’s Web site by company and location. In addition, OGRA continues to compute and notify ex-refinery prices of diesel, kerosene, and gasoline (containing 10% ethanol) every month. Maximum prices of other fuels computed by Pakistan State Oil (PSO) are also posted for information. In Aug 2009, State Bank of Pakistan rejected the finance ministry’s proposal to hedge oil prices for a year. LPG was being sold far above the maximum prices set by OGRA in Jan 2009. All Pakistan LPG Distributors Association claimed in Mar 2012 that the ‘Gas Mafia’ had made estimated billions of rupees during last 6 years by creating artificial shortages of LPG, especially in winter, and selling the domestic product as imported gas. OGRA said in Dec 2011 that smuggling of low-quality LPG and LPG cylinders from Iran was a serious concern, which also posed a threat to public safety." (Source: Kojima, Masami.
