Abstract This Terms of Reference (TOR) describes the establishment of a Project Support Group (PSG) for development of small renewable energy projects, focusing on biomass energy (with emphasis on bagasse cogeneration in sugar mills). The PSG is supposed to provide advisory technical services for business development and administer a project preparation facility to support pre-investment activities.
