SNV is a not-for-profit international development organisation that applies practical know-how to make a lasting difference in the lives of people living in poverty. We use our extensive and long-term in-country presence to apply and adapt our expertise in agriculture, energy and WASH to local contexts. SNV has over 1250 staff in more than 25 countries in Asia, Africa and Latin America (www.snv.org). Since its creation in 1965, SNV has been consistently active in WASH; water, hygiene, sanitation, irrigation, governance and IWRM. Over many years our practice evolved from large “integrated rural development projects”, to being part of supporting good governance and decentralisation, and later on, with advisors being embedded in a range of partner organisations: ministries, utilities, national watershed organisations and so on. In 2013, SNV decided to focus on three sectors: Agriculture, WASH and Energy. A shared practice and metrics were developed on key topics within each of the sectors, and across countries throughout the world. This allowed SNV to become more specialised, and responded to the reality of increasing capacity in partner countries and among partner organisations. The increasing criticality of climate change, coupled with SNV’s already substantial work under SDG 6 has resulted in the Managing Board opting to bring all of SNV’s water activities (currently spread across sectors) under one expanded Water sector. This will of course give rise to an updated value proposition in the field. The ambition is to contribute to reducing inequities and structural barriers to water security for people in Central America, Africa, Asia, finding a niche where SNV can complement work by others and which builds on our existing strengths, and aligns with our mission. As part of the re-alignment to an SNV Water sector, an external landscape analysis will be undertaken. The landscape analysis will be one element in the above mentioned process. Job Description

OBJECTIVE OF THE LAND SCAPE ANALYSIS (TOR) The landscape study is expected to provide a comprehensive mapping of development partner priorities and objectives in the global water sector (rural and urban WASH, Water Resource Management, Irrigation and Water Security) as well as an overview of the major International NGOs and private sector development contractors in the space. We expect this to comprise include the following two activities · Mapping and Analysis of the development partner framing, priorities and current and past activities in relation to Water (WASH, Irrigation, Water Resource Management and Water Security). A list of priority development partners will be provided at inception. · Mapping and analysis of implementing organisations (NGOs, private contractors and others) active in water, with particular emphasis on irrigation and IWRM. GEOGRAPHICAL SCOPE The landscape analysis should focus on the international and regional stakeholders active in the current SNV countries and regions: Central America, Sahel, West and Central Africa, East and Southern Africa, South Asia and Southeast Asia. No Field Visits are expected to be carried out as part of this assignment. PROPOSED PROCESS As a starting point, an overview will be made of different international and regional stakeholders active in present SNV countries. This will be discussed with the SNV team. On the basis of this general overview, a number of stakeholders will be prioritised and approached for interview. The draft report will be presented and discussed with a group of senior staff in the organisation. After comments have been received, a final report will be made. DELIVERABLES 1. Work plan 2. Qualifications

  • Consultants should have international experience in the water sector.
  • Good knowledge of WASH, irrigation and IWRM, and a broad network.
  • Experience in at least two regions where SNV is active and excellent analytical and writing skills.


Additional Information

Terms of appointment

  • Final responsibility for the organisation and monitoring of the study will be with the Global WASH Sector Head, SNV.
  • It is expected that the land scape analysis will take 20-25 days.
  • Payment will be 55% upfront and 45% upon delivery of the final report.
