Job description
The global Energising Development Programme (EnDev) works in over 20 countries worldwide on behalf of the following donors: the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs, the Swiss Agency for Development and Cooperation and the German Federal Ministry of Economic Cooperation and Development (BMZ). By 2025, EnDev is expected to have facilitated sustainable access to modern energy services and technologies for about 36.1 million people, 38,520 social institutions (SI), and 117,300 micro, small and medium-sized enterprises (MSMEs). EnDev provides energy access to households, social institutions and small and medium-sized enterprises in countries in Africa, Asia and Latin America. This is done by establishing economically sustainable energy solutions and distribution schemes, mainly for rural communities.

In Mozambique EnDev is being implemented by GIZ and contributes to an inclusive market development, sustainable business development and a conducive business environment for standalone photovoltaic (PV) systems to improve access to electricity and improved cook stoves (ICS) to provide access to clean and energy efficient cooking technologies.

The advisor will be hired to support the implementation manager in coordinate several lines of implementation activities of EnDev. The advisor will make technical and substantive contributions to overarching issues in cooperation with commissioning parties and partners and other actors in the sector, thereby supporting the achievement of the objective to provide sustainable access to energy to Mozambican households and provide impetus for further strategy development.

The advisor is responsible for knowledge management within the team and prepares and shares documentation of their work via the appropriate ways. If required, the advisor will support other experts to familiarize themselves with and perform their tasks.

Main activities

Support the implementation manager in planning and implementing activities that promote the development of a sustainable market for photovoltaic systems and/or improved cookstoves in Mozambique; Give technical assistance to private sector companies and other local partners regarding improved cooking and/or solar technologies; Contribute to the strategic development of the EnDev in terms of innovative ideas on supporting the energy access sector for household and productive purposes; Develop innovative study designs to analyze the impacts of energy access (e.g. sustainability of sales; live span of solar home systems; fuel stacking options) Prepare reports and presentation documents and ensure an effective knowledge management within the team Coordinate national/international consultants, prepare of terms of references, supervise of work, academic analysis, quality assurance of work results as well as give technical and content-related support of the team; Any other tasks that might arise in the course of implementation of the EnDev program Develop skills, competencies, independence, and efficiency in performing tasks


Requirements Qualifications

University degree (bachelor, master or higher) in renewable energies, economics, physics, statistics, business administration or related comparable fields

Experiences

Three to five (3 – 5) years of experience in the area of energy access or in renewable energies; Experience in conducting and reporting on scientific research in relevant topics of renewable energy and energy access; Knowledge of Mozambique’s context of energy access and electrification; Experience of working in monitoring, evaluation, report writing; Three to five (3 – 5) years of experience of working in sub-Saharan Africa, understanding of energy/development areas; Experience as project manager in in development organisations, NGO programmes or private sector. Excellent knowledge and relevant skills in the use of MS Software (Word, Outlook, Sharepoint, Excel, Teams, PowerPoint); Distinct analytical and conceptual skills with the capability to present complex contexts in a simple and comprehensible manner; Excellent advisory, communication and management skills, ability to work in a team, good self-organisation and results-oriented work ethic, commitment to deadlines, gender competence, high level of initiative, ability to work with internal and external stakeholders; Fluency in writing and speaking Portuguese and English.
