Most fuel is imported from India and local pump prices in Bhutan are directly linked to the India import price. A change in the Indian fuel price level usually induces the same changes in Bhutan with a delay of a couple of days (see →App. A3).

Fuel imports and the downstream fuel market in Bhutan are supervised by the Department of Trade (http://www.trade.gov.bt/). However, no information regarding fuel prices is available on their website as of May 2011.

According to sources (→App. A1, http://www.bhutan.gov.bt/government/newsDetail.php?id=1786%20&%20cat=12), a 5% „Bhutan sales tax“ (VAT-eqiv.) is levied on fuels. Transportation charges of Nu 3.18 a kilolitre for every round trip kilometre in hilly areas and Nu 2.46 a kilolitre for a round trip kilometre in plain areas are included in the price.

Since most fuels are imported from India, pump prices in Bhutan differ by the transportation costs reflecting the distance to the Indian border (see →App.A3).
