The State Trading Corporation (STC) regulates fuel prices in Mauritius. Their internet website (http://www.stcmu.com/) offers clear and comprehensive information about fuel pricing.
Prices are calculated based on a formula system, with regard to world market prices, costs and margins and other costs („Petroleum Price System“, PPS). Whenenver the calculated price differs from the current pump price by more than a certain margin (e.g. 5%), pump prices are changed accordingly.
The „Price Stabilisation Account“ (PSA) was installed to enable constant pump prices over longer periods, i.e. to flatten volatile import prices. It is used to compensate the difference between calculated (real) price and current pump price. A special PSA duty can be imposed on liquid fuels if the account gets low.
Companies are subject to windfall gains and losses everytime the price changes, because of their stock of liquid fuels. These losses and gains are now cleared by STC, resulting in higher (windfall losses) or lower (windfall gains) fuel prices for the next month.
Until late 2010, STC set prices on a monthly basis.

The Excise Duty for diesel is only 3.30 MUR, leading to a lower pump price.
