Sustainable Energy and Broadband Access in Rural Mozambique Project (Energy For All "ProEnergia+")

Assignment Title: Solar Photovoltaic Consultant (SPV Consultant)

The Government of Mozambique has received financing from the World Bank to support the Energy For All Program (ProEnergia+) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: (i) Demand assessment on public facilities, design, preparation of technical specifications and bill of quantities (BoQ) for the supply, installation and short-term Operation and Maintenance of stand-alone solar systems, (ii) Design the long-term operations and maintenance (O&M) strategy; (iii) support the establishment of a control center for remote monitoring of systems to be installed under the project; and (iv) design the terms of reference for supervision of the supply and installation of the solar systems.

The FUNAE - Fundo de Energia now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Expert will not be evaluated at the shortlist stage. The shortlisting criteria are:

Experience in the design and costing of suitable solar power supply systems for public facilities, support in the design and setting-up of control center for remote monitoring, preparation of technical specifications and bidding documents. Experience in conducting demand assessment, techno-economic analysis, supervision, and preparation of short & long-terms operation and maintenance strategies for solar photovoltaic systems; Experience in conducting similar assignments in Mozambique or similar contexts, relationship management and reporting to government stakeholders, development partners and procurement processes support.

The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


The consultant firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.


A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, dated November 2020.
