Abstract This Terms of Reference (TOR) document for the commissioning of a solar and/or wind measurement campaign was developed by the Energy Sector Energy Management Assistance Program (ESMAP), a global knowledge and technical assistance program administered by the World Bank (WB), under a multi-year program on Renewable Energy Resource Assessment and Mapping that ran from October 2012 to June 2020: https://esmap.org/re_mapping. The TOR in various different forms has been used to commission over 20 individual World Bank assignments for solar and/or wind measurements involving a number of specialist firms from many countries, and have also been used by the International Finance Corporation (IFC), which is part of the World Bank Group (WBG), and several other development partners. As a result of this they have benefited from many years of experience, feedback and technological developments. The TOR document is being made publicly available to facilitate future measurement campaigns that may be carried out by the World Bank Group, client governments, or other development partners.
