Abstract
The Government of Mozambique is committed to providing all Mozambicans with high-quality, affordable and sustainable electricity by 2030, and, for this purpose, launched the Energy for All Programme, coordinated by MIREME.

By the end of 2022, it is estimated that the total electrification rate will reach 44%. According to the Off-grid Electrification Roadmap published by FUNAE, the ambitious target of 100% access to electricity by 2030 will be mostly guaranteed thanks to the extension of the national grid (68%), but off-grid solutions will also play a major role, namely 19% through Solar Home Systems (SHS) and 13% through mini-grids.

Mozambique has significant potential for renewable energy. The Mozambique Renewable Energy Atlas, published by FUNAE in 2014, indicates a total renewable potential of 23,026 GW which corresponds to 7,537 MW for priority projects, including 599 MW of solar power, 5,645 MW of hydro power and 1,146 MW of wind power.

The hydro potential is the most used and corresponds to 78% of the current total of 2,799 MW of installed capacity in Mozambique. It should be noted that, of this total, only 39% are in fact available for national consumption since part of it is destined for export or own consumption (see the case of HCB, in which, of the 2,075 MW installed, only 500 MW are available for EDM).

The potential of new renewables has only begun to be explored on a large scale since 2019. The capacity of on-grid renewables, currently 60 MW solar, will increase to 575 MW by 2030, from both solar and wind power, exceeding the projections of the Government’s Five-Year Plan, which forecasts that of the additional 600 MW to be injected into the national grid by 2030, 200 MW will come from renewables.
