The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.
The IEA seeks a Team Lead for the work of the short term energy data team working on quarterly and higher periodicity data within the section. The work will cover the regular short-term data collection for natural gas, electricity, and coal. In addition, with the support of the Data Development and Support team (DDS), and using modern technologies and data science methods, the work of the short term energy data team will extend to infrastructure data and closer to real-time data collection for the different fuels. The work will have broad geographical coverage and will contribute to the work of the energy security data team in the same section. The short term energy data team will also be responsible for collaborative work with other parts of the Agency, and most specifically for short-term market reports in relevant areas.
The selected candidate will be responsible for managing four staff; designing and implementing the work plan, including existing deliverables and also innovative elements and analytical methods to strengthen and complement traditional data collection. The post holder will report to the Head of the Short Term and Energy Security data (SES) section, and will collaborate with other groups as required.
Main Responsibilities
Management and Leadership
Work with the Chief Statistician, the Heads of Section of the Energy Data Centre and appropriate Policy Officers of the IEA to ensure consistency of approaches and integration of the relevant energy statistics work with key priority countries within the broader strategy of the Division and of the Agency. Plan, supervise, and guide the activity of energy data managers as required. This will include the identification and implementation of opportunities for improved efficiency and quality in the delivery of existing data products, including the transfer of processes to the Data Warehouse environment and new programming structure. Lead the development of new data products related to the team’s responsibilities in alignment with the PWB. Train junior staff across the portfolio of energy statistics in the relevant domain, providing opportunities for development, regular feedback and coaching; to develop and maintain an environment conducive to teamwork, innovation and open communication. Collaborate with the appropriate Policy Officers as well as analytical and policy teams within the IEA to ensure statistics output is well integrated into policy work. Travel to priority countries as needed, to work with, coordinate, and motivate a network of statisticians from each country and to develop a close working relationship with country experts and key officials at the national statistics offices. Organise, lead and deliver training on energy statistics as required, whether through EDC’s core training programmes, or through thematic workshops and seminars etc. As a member of the EDC, work collegially with other statisticians, to share knowledge and experience with wider global outreach work. Development work and dissemination
Co-operate with priority countries, also managing the relevant statistical network, so that their data can be strengthened at national level. Contribute to policy work related to energy statistics development as required. Lead on dissemination of relevant statistical outputs published on the IEA website and specific programme portals. Lead efforts to increase the periodicity of existing datasets, identify and implement new data collection and treatment at higher levels of periodicity where automated techniques are likely to be required. Liaison and Outreach
Collaborate with other Directorates and Divisions in the Agency and other international organisations in the analysis and use of energy statistics for the priority countries. Participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. Ideal Candidate Profile
Academic Background
Advanced university degree in a topic relevant to working on energy statistics (for example, mathematics, statistics, economics, engineering, computer science, data science, physics, chemistry, environmental studies …) Professional Background
At least two years’ experience in energy data ideally in an administration/public or private sector, preferably in an international context, or equivalent experience. This experience should include team management, data collection and verification, processing, analysis and dissemination of statistics relevant for energy policy, including experience about developing countries. Deep and keen understanding of the energy sector and of international recommendations on energy statistics; familiarity with IEA statistics would be an asset. Demonstrated ability to supervise junior staff and plan and manage projects; Demonstrated ability to explore innovative options to deliver data and analytical products, including understanding how to leverage on emerging methodological opportunities. Experience with relevant coding languages (e.g. Python, R), data visualisation toos (e.g. Power BI, Tabelau) and database management (SQL) would be an asset. Languages
Working knowledge of both OECD official languages (English and French) would be an asset. Knowledge of other languages would be an asset. Core Competencies

Selection process
