Capacity Assessment EE-Lighting

Ideally, the preparation of capacity building measures is based on capacity assessment. As results could present some insights to

  • who to select for which training measures (whose capacity shall be build);
  • the present capacities of the likely participants and their affiliated organization with regard to EE lighting in public buildings.

Results can further provide an overview about the starting situation in the organizations and the knowledge of participating individuals.
Therefore, “Capacities” can be operationalized into organizational capacities, meaning the implementation of any energy management measures, EE lightings systems in the organizations (buildings) and the availability of staff for energy (efficient) management. It also refers to future intentions of organizations to practice energy efficient lighting. Individual capacities shall be also addressed, indicating the personal knowledge of the participants with regard to EE lighting.


Data from capacity assessments could thus be used for preparation of further capacity building measures plus before-after comparison (e.g. in the framework of monitoring, to generate lessons learnt).
