These prices do not include ICMS (goods and services tax). The full prices and mark-ups are monitored for approximately 4.000 posts of localized retailers in 363 cities, distributed in all states and which serve as an input for ANP for publishing a monthly summary of price trends in the domestic fuel market (the wholesale and retail margins are studied as well as the average sales prices). Prices were deregulated by law in Jan 2002, but in practice the national oil company, Petrobras, has virtually frozen ex-refinery prices for years on end, with mounting losses. The national average producer price of pure gasoline has been kept within a narrow band of R$1.51−1.55 per liter since Sep 2005 and that of LPG sold in 13-kg cylinders between R$1.03−1.05 per kg since Nov 2003 (with higher prices earlier), while that of diesel was kept between R$1.33−1.37 between Aug 2009 and Jul 2012. Petrobras’ refining division lost US$9.0 billion in the first nine months of 2012, and US$5.7 billion in 2011. In May 2011, government announced that it was launching an investigation into Petrobras’ fuel distribution and retail division for alleged abuse of its dominant market position in Brasilia. Government posts weekly surveys of retail prices of gasoline, diesel, and LPG and marketing margins on the internet. In May 2004, the survey coverage was expanded to a total of 555 locations. Government adjusts a tax on gasoline and diesel contributing to intervention in the economic domain, called CIDE, to further stabilize retail prices. A negative CIDE tax was levied on LPG until Apr 2002, when the subsidy was eliminated and replaced with assistance to enable the poor to use LPG through LPG vouchers in Bolsa Familia, government’s social welfare program.
