It aims to contribute to increased stability and security in Burundi through inclusive value chain sector development, youth employment, women empowerment, and enhanced food & nutrition security. The project will combine a market-based approach with intrinsic motivations of participating rural households. It will have an impact on employment creation and economic opportunities through (i) the development of inclusive value chains and inclusive finance, (ii) empowering resource poor households, women and youth with improved food and nutrition security, and (iii) promoting climate resilience in market-oriented farming systems, villages and value chains.
Job Description
Under the overall guidance of the Project Manager the “Access to Finance and Fund Management Expert” is responsible for strategic oversight, leadership and advice about value chain design and management, inclusive finance and youth and women employment components of the project. S/he will manage the “Value Chain Advisor” and the “Youth Employment and Gender Expert”.
Key Responsibilities
• Manage an innovation fund and ensure access to finance; • Identify/determine high potential business cases for inclusive agribusiness development in selected value chains which offer promising prospects for employment and entrepreneurship; • Ensure full Technical Assistance (TA) for/to selected business cases; • Develop strategic value chain development intervention plans; • Manage the “Value Chain Advisor” who will be responsible for: - Implementation of Value Chains per approved plans; - Identification and selection of suitable local partners to facilitate the value chain interventions; - Strengthening capacity of local partners on value chain development; - Identifying and coordinating technical back stoppers for the value chains; - Monitoring performance of the value chain activities and local partners to ensure all milestones set in the annual work plan are met; • Account and report to project manager on value chain activities; • Guide knowledge development and documentation on value chain activities. • Manage the “Youth Employment and Gender Expert” responsible for: - Implementation and quality control on youth employment and women empowerment activities; - Selection and oversight on sub-contracts. - Contributing to reporting on youth employment and gender activities; • Account and report to project manager on youth employment and gender activities;

Qualifications & Requirements
• A relevant qualification in Agri economics, Agricultural Economics, Business or related field; • At least 10 years’ experience in value chain/ market development and inclusive business; • Experience implementing projects related to inclusive business, value chain development; • Proven track record in networking and dialogue facilitation with private and public sector actors; • Experience in monitoring and evaluation; • Demonstrated experience in capacity development; • Sound experience in knowledge management; • Able to strategically inspire and energise multi- partner project teams; • Demonstrated experience in managing various stakeholders; • Strong strategic decision-making and communication skills including reporting and presentation skills; • Fluency in both written and spoken French and English is required.

Contract Duration: 1 year full -time international employment contract, with strong possibility of extension
Expected Start Date: 1st February 2020
Duty Station: Bujumbura, Burundi, with frequent travel to project area
