Job description
The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

Within this mandate, the focus of the Knowledge, Policy and Finance Centre (KPFC) is on collecting data, developing knowledge tools, and conducting analyses to support the creation of enabling environments for investment in and growth of renewables. This entails analytical work, capacity building and tailored advice on policy and finance, as well as socio-economic benefits.

Duties and Responsibilities

Under the overall guidance of the Deputy Director of the Knowledge, Policy and Finance Centre, the Associate Programme Officer – Renewable Policy and Markets will be based in the Renewable Energy Policy and Markets Unit and perform the following duties:

Contribute to analysing policies that can be deployed to incentivise a scale-up in renewable energy, particularly in end uses (e.g., heating, transport and industry), providing case studies, identifying lessons learnt and policy recommendations. Contribute to IRENA cross-divisional publications such as the World Energy Transitions Outlook and Regional Energy Transitions Outlooks. Contribute to the Unit’s analytical work on sustainable production and use of bioenergy and hydrogen. Support the coordination of projects and provide guidance to consultants and contractors as required. Participate in outreach and communication activities, including the presentation of IRENA’s work on renewable energy policy and markets in various fora. Ensure coordination with other teams and Divisions within IRENA and contribute to knowledge management within the Agency. Participate in the planning and coordination of the Unit’s work programme and contribute to its successful implementation. Perform other duties and daily tasks as required.

Qualifications

Education: Advanced university degree (Master’s degree or equivalent) in the field of renewable energy policy, public policy, environmental sciences, energy economics, energy engineering and/or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of two years of relevant experience in the field policies for the decarbonisation of end uses and/or energy transition policy. Ideally some background in developing countries, emerging markets and/or green hydrogen. Demonstrated ability to implement projects with good analytical skills and to produce high-quality reports and papers on renewable energy policy issues.

Language and IT skills: Excellent command of both written and spoken English. Knowledge of other UN languages is desirable. Excellent writing skills are essential. Excellent IT skills, including proficiency in MS Excel.
