Job description
The Caribbean Advisor for EUROCLIMA will be assigned to the Programme and Policy Dialogue Manager and will be responsible for the facilitation of Country Dialogues in Caribbean partner countries (including Barbados, Guyana, and Jamaica) and contribute to the program coordination and coherence via the Programme Support Unit (PSU).

Responsibilities:

Facilitate EUROCLIMA Country Dialogue processes in several Caribbean partner countries in coordination with National Focal Points, EU Delegations, EUROCLIMA partners, cooperation programs, and other key actors at the political and technical levels. This may entail: Providing advice to EU Delegations and INTPA throughout the country dialogue process; carrying out analytical studies; facilitating multi-stakeholder consultation processes; analyzing country needs according to program criteria; supporting the elaboration of a Country Action Plan Provide advice on the methodological development of the program modalities and support updating the Country Dialogue methodology as needed Act as liaison to the EU Delegation in Barbados and support the functions of the Programme Support Unit (PSU) on behalf of GIZ, including day-to-day program coordination and monitoring, communication and visibility, reporting, knowledge management, preparation of meetings and events, including support to Programme Steering Committee and Management Committee meetings Cooperate proactively and strengthen synergies and complementarities with other projects and programs by GIZ, the EU, and potentially others in the region, and the sectoral networks of GIZ and EUROCLIMA at the regional level Identify and develop partnerships and strategic alliances with relevant stakeholders from the public and private sectors, civil society, academia, and strategic partners in the region Maintain good communication and information flow between partners and other stakeholders, and in particular the EUROCLIMA implementing agencies and other GIZ projects Contribute to the reporting of the program to the EU and the Federal Ministry for Economic Cooperation and Development (BMZ) and preparation of presentations Contribute to the implementation of the communication & visibility and gender strategies and work plan Contribute to knowledge management and monitoring tools and systems, including those applied by EUROCLIMA and GIZ Coordination and organization of events and participation in regional and international events Supervision of short-term assignments Special tasks on behalf of the Programme management Qualifications, competencies, and experience

Master’s level degree in political science, sociology, economics, law, or another relevant field for the project At least 5 years of professional experience within the international cooperation sector in the Caribbean region; desirable: professional experience in several partner countries in the region Existing network and knowledge of the portfolio of international cooperation in the area of green transition in the Caribbean At least 3 years of experience in the climate change field (or other relevant sectors for the green transition like energy, transport, biodiversity, or agriculture) Proven knowledge of climate governance and international climate policy processes Experience in facilitating and moderating multi-stakeholder (dialogue) processes in countries in the Caribbean region Experience with project management, preferably within international cooperation; knowledge of EU development cooperation programs as an advantage Strategic vision, strong technical and analytical capabilities Excellent communication, diplomatic and interpersonal skills, experience in managing complex and politically sensitive processes Strong networking skills, intercultural sensitivity, and ability to identify and engage relevant local as well as international stakeholders, both public and private Very good organizational and prioritization skills, the ability, and interest to work in a team, and the willingness to familiarise oneself with new topics Willingness to travel to other countries in the region that are part of the EUROCLIMA program and occasionally to Europe

Excellent command of English; knowledge of Spanish and/or German is considered an important advantage
