The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.
The IEA seeks an Energy Technology Analyst - Hydrogen to contribute to the analysis of hydrogen technology and supply chains, as well as its co-operation on hydrogen with key emerging economies. The candidate’s responsibility will be to assess the status, prospects, costs and potential of low-emission hydrogen technologies as well as to carry out in-depth policy analysis and regulatory dialogue with focus countries (such as Argentina, Brazil, China, India, Indonesia, Ukraine, and South Africa), and to provide to provide technical advice. The selected candidate will also contribute to the analysis and write-up of technical reports that inform policy-makers and other decision-makers on the opportunities and challenges of hydrogen and hydrogen-derived fuels at a global and country level.
The successful candidate will be part of a team of enthusiastic professionals reporting to the Head of the Energy Technology Policy Division (ETP) within the Directorate of Sustainability, Technology and Outlooks (STO). In addition, the Hydrogen Analyst will be closely involved in the work of the IEA Office of Global Energy Relations (GER), which serves as liaison with key IEA partner countries.
Main Responsibilities
Analysis and Drafting
- Contribute to IEA’s analytical work on hydrogen, assessing their status, costs, prospects and potential across the energy sector. Analyse relevant data that helps tracking the status of deployment in different countries, in particular CETP focus countries, and carry out techno-economic assessments of different fuel chains. Contribute to drafting of the IEA’s relevant publications, including the IEA’s Energy Technology Perspectives and the Global Hydrogen Review.
- Develop recommendations for the effective deployment of hydrogen for different country and community contexts. Help guiding countries’ RD&D activities on hydrogen by identifying priority areas.
- Support the broader activities of the IEA through analytical, written and verbal contributions.
Technical dialogue and Co-ordination
- Conduct detailed technical meetings on hydrogen deployment with counterparts in partner countries. Co-ordinate cross-country and cross-regional meetings, to maximise the impact of technical dialogues.
- Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in hydrogen and other clean fuels.
- Participate in preparations for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations;
- Provide support for the development of reports, analyses and information items for these meetings.
Ideal Candidate Profile
Academic Background
- An advanced university degree(s) in relevant disciplines, such as engineering, economics or mathematics. Additional background in international relations would be an asset.
Professional Background
- Minimum three years' professional experience focusing on the analysis of hydrogen and other alternative fuels.
- Proven track record of organizing and leading technical dialogues with senior policy-makers and industry representatives in bilateral and multi-lateral contexts.
- Proven analytical abilities and excellent writing skills as demonstrated in past work products (analytical reports, quantitative analysis, and/or published papers).
- Proven track record of managing complex projects involving multiple inputs to meet tight deadlines.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.
Tools
- Excellent command of Microsoft Office suite, especially Excel, Access and Power Query.
- Knowledge of TIMES or other optimization models is an asset.

Contract Duration
- A two-year fixed term appointment, with the possibility of renewal.
Selection Process
- For retained candidates, written tests/video-recorded interviews are foreseen towards the end of July and panel interviews are planned around early August.
- Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

- Monthly base salary starting from 6,672 EUR, plus allowances based on eligibility, exempt of French income tax.

Appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant; the duties and responsibilities assigned will be adjusted accordingly.
