This third webinar in the End-User Subsidy Lab Webinar Series focuses on how the Energy Cash Plus / Mwangaza Mashinani Programme, a pilot-scale end-user subsidy scheme, is targeting the affordability of solar home systems (SHS) via cash transfers to poor and vulnerable households. The programme started in 2018 and is being implemented by Energy 4 Impact and its partners on behalf of UNICEF, and funded by SIDA. It leverages the existing cash transfer system under the Government of Kenya‘s National Safety Net Programme (NSNP) by providing a conditional cash top-up, additional to pre-existing cash payments made through the NSNP, to the targeted beneficiaries. To make the programme a success, extensive coordination is necessary between national- and county-level government agencies, off-grid solar companies and the banks involved in cash transmission for NSNP, as well as working in the target communities to promote the scheme and support households to engage with it. The webinar will provide stakeholders with the opportunity to explore the programme design, implementation challenges, key results and lessons learnt. It will also provide a broader perspective on cash transfer schemes.
