The downstream market is liberal and privatized in the UK. An official fuel price monitoring (as e.g. in France) is not installed in the UK.

Fuel taxes and VAT were quite volatile over the last years. The so-called „fuel escalator“ mechanism was installed in the 1990s to bind fuel prices to the national CPI. Beside this mechanism, the duty for fuels was changed almost every year.

The VAT changed several times over the last years: From 17,5% (until late 2008) down to 15% (until Dec 2009), back to 17,5% (until Dec 2010) and to 20% (from Jan 1st 2011).

A new „fair fuel stabiliser“ policy was being discussed in spring 2011. According to this plan, the duty on fuel shall be bound to the CPI in times of high crude oil prices (being above some threshold), or to the RPI (Retail Price Index) in times of low crude oil prices.
