[[Job description::Assignment Objectives:

The objective of the assignment is to create a new partnership with several stakeholders that have complementing skills and are willing to work together in accelerating the development of nascent and emerging markets. The consultant will help to conceptualize the new partnership, including ESMAP’s secretariat function, and support the coordination of its implementation.

Scope of the Work:

Building on ongoing work of the ESMAP electricity access team, the consultant will help to further develop the partnership for the acceleration of nascent market development. A major area of focus for the consultant will be to support the operationalization of the partnership, including coordination with organizations that have expressed interest in joining such partnership, development of a concept note, outlining the governance structures, detailing the activities of the partnership in select focus countries and fundraising efforts/ communication with leading donors in the space. Specifically, the consultants will be tasked with the following activities:

  • Finalizing the concept note for the partnership for ESMAP internal and external communication purposes. This includes the fine-tuning of the overarching theory of change for the partnership.
  • Finalizing the partnership’s governance structures and detailing the scope and responsibilities of the secretariat to be housed at ESMAP.
  • Inform the development of a roadmap of activities for select pilot countries, including mapping out ongoing and upcoming activities of others, and identifying priority action areas in consultation with all partners.
  • Coordinate ongoing communication with partners, including organizing regular calls and keeping track of agreed actions for both global and country level.
  • Develop monitoring and evaluation framework that allows the partnership to keep track of market development in the select pilot countries.
  • Support and coordinate the outreach to potential funders of the partnership, including mapping of funders and development of pitching materials.
  • Any other activities that will be required in successfully setting up the secretariat at ESMAP and initiate the implementation of the partnership/

Key Qualifications & Selection Criteria:

  • Master’s degree in business, finance, economics, engineering, policy or other energy related field
  • At least 12 years of experience working in the context of developing private sector in developing markets, with a minimum of five years’ of experience in the off-grid solar sector.
  • The successful candidate will bring a strong network within the sector, ranging across all stakeholders, including development partners, investors, technical assistance programs, and DFIs, as well as potential funders such as bilateral donors and foundations.
  • A proven track record in conceptualizing and setting up impactful and effective multi-stakeholder partnerships.
  • Strong understanding of market development requirements. Prior experience in working in difficult markets, including contexts of fragility, violence, and conflict is desirable.
  • Excellent oral and written communication skills in French and English. Additional language skills desirable.
  • A track record of teamwork and ability to produce high-quality results and outputs with minimal supervision
  • High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements

Working Arrangements

Location & Travel:

The preferred working location shall be Washington D.C., Europe, or Sub-Saharan Africa. Travel is expected in relation to this assignment.

Level of Effort and Daily Rate

The total level of effort is expected to be 100 days between December 1, 2022, and June 30, 2023. The consultant will be remunerated on a time only basis as per the normal procedures of the World Bank, under B.3 category.

Reporting:

The consultant will report to Raihan Elahi (Lead Energy Specialist and ESMAP Electricity Access Team Leader). Johanna Galan (Energy Specialist) will be the day-to-day point of contact.
