Job description
Objectives of the Assignment

The Program Manager will oversee implementation of the productive uses, electrical appliances and Internal Wiring Program under the EASP project to ensure that the Project objectives and targets are met within the restraints of time, quality, and budget, and in accordance with the Project’s Operations Manual.

Scope of Services

The Program Manager will be dedicated to the implementation of the Productive Uses, Electrical Appliances, and Internal Wiring Program under the EASP, and will have the following duties and responsibilities:

  • Provide professional management services during the implementation of the Productive Uses, Electrical Appliances, and Internal Wiring Program by:
    • Ensuring that the program is implemented in accordance with the Project Operations Manual (POM).
    • Establishing business relationships with the UECCC’s Participating Financial Institutions (PFIs) and private companies dealing with productive use equipment and electrical appliances, aiming at increasing transactions and/or uptake of such equipment/appliances.
    • Ensuring that all required agreements, including Participating Agreements for the Working Capital Loan Facility and the Master Guarantee Agreement are drafted and signed between the PFIs and UECCC.
    • Obtaining required documentation and approvals from stakeholders where applicable
    • Closing wholesale financing transactions with PFIs.
    • Engaging PFIs to extend loans to end users acquiring solar equipment for productive uses and electrical appliances including but not limited to irrigation and refrigeration systems.
    • Engaging PFIs to extend loans to manufacturers and distributors of productive uses and electrical appliances including but not limited to irrigation and refrigeration systems.
    • Engaging PFIs to extend loans to end users for house wiring services.
    • Engaging PFIs and solar companies to promote and create awareness of the productive use, electrical appliances and internal wiring loan products.
    • Prepare and recommend technical assistance and investment-readiness support proposals for companies seeking to access finance from PFIs or from UECCC directly.
    • Prepare and recommend grant proposals to assist end-users to overcome affordability challenges and to ensure coordination between the grant program and the credit line.
    • Prepare and recommend regular market assessments to be undertaken to maintain an up to date understanding of the challenges and opportunities in the market, and recommend required changes to adapt the design of the grant program and credit line accordingly to maximize impact.
    • Liaising with other EASP project stakeholders, including but not limited to MEMD and Uganda National Bureau of Standards (UNBS) on a continuous basis to obtain and/or share relevant information for effective delivery of the program outputs.
    • Identifying implementation issues proactively and propose solutions including any adjustments needed for the POM.
    • Carry out any other duties as assigned by the Project Manager that contributes to achieving the development objectives of the EASP project.
  • Monitoring and evaluation of the program activities by:
    • Availing data required for monitoring and evaluation of project activities.
    • Obtaining relevant feedback from the Energy Companies and PFIs for performance monitoring and improvement.
    • Undertaking joint periodic (at least semi-annually) supervision visits with PFIs to Energy Companies.
    • Review quarterly progress reports from PFIs & Energy Companies with a view to prepare internal project quarterly reports.
    • Preparing periodic reports covering all key aspects of the program.

Minimum Qualifications and Experience Requirements

  • Honours degree in a business or science related field from a recognised university.
  • Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university.
  • At least five (5) years relevant work experience in coordinating and/or managing project/program activities with reputable banks, financial services organisations or nonGovernmental Organizations (NGOs)
  • Demonstrable experience in the energy sector (ideally including both grid and off-grid) and/or experience working with Government or non-Governmental Organizations (NGOs) on energy projects financed by Development Financial Institutions such as the World Bank, AfDB, AFD, KfW, etc. will be an added advantage.
  • Demonstrable experience in business development or relationship management, and providing technical assistance support to companies.
  • Demonstrable experience with consumer/enterprise financing of productive uses equipment and/or efficient appliances and/or managing grant programs such as results-based financing initiatives will be ad added advantage
  • A high level of interpersonal and management skills and ability to work with teams in the organisation at all levels
  • Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines
  • Proficiency in Microsoft Office Applications.
  • Excellent communication skills with proficiency in written and spoken English
