Duties and Responsibilities

Under the guidance of the Director of PFS and direct supervision of the Head of Facilitation Support, the Programme Officer will fulfil the following duties and responsibilities:

  • Coordinates the operationalisation of the Climate Investment Platform and oversee the initiative's implementation.
  • Leads the engagement and collaboration with the founding partners of the Climate Investment Platform, including UNDP, SEforALL, and the Green Climate Fund. Identifies and engages other strategic partners for the initiative.
  • Conducts outreach work related to the engagement of partners and projects of the Climate Investment Platform, including leading liaison activities with all financing and development partners and with project proponents.
  • Lead the pre-assessment and assessment activities related to all registered projects on the Climate Investment Platform and formulates recommendations regarding the most suitable project support activity in reference to each eligible project. While ensuring sufficient environmental strategies, policies, practices, and action plans are in place for each supported project to ensure business sustainable development.
  • Designs, plans, and coordinates matchmaking activities between financing partners and eligible projects. Leads introductions necessary for matchmaking and follow-up activities to ensure successful matchmaking activities.
  • Lead the organization of the regional Investment Forums, featuring the different Project Facilitation Tools, including the CIP and ETAF, advancing the face-to-face interactions between the projects and potential financiers, and organizing high-level panel discussions to address the challenges and opportunities in the energy transition financing.
  • Actively engages with the staff of development agencies and multilateral financial institutions on cooperation activities to promote implementing and expanding the Climate *Investment Platform and the Investment Forums.
  • Leads the development of some, and contributes to the preparation of other, written outputs – including concept notes, background papers, presentations, substantial sections of reports and studies, inputs to publications, and online products with the view to enhance the visibility of the Climate Investment Platform, Investment Forums and other project facilitation work of IRENA.
  • Coordinates the organisation of and follow-up reporting on relevant consultative meetings, workshops, and panels and contributes to these fora with substantive contents.
  • Supports the implementation of biennial work programmes and budgets of IRENA by contributing to the planning, resourcing, and initiation of project facilitation work of IRENA.
  • Conducts research on trends, key topics, and emerging issues related to climate friendly projects facilitation, assists with the preparation of reports, brochures, and online material; and coordinates with internal and external experts to develop and update briefs, papers, and websites.
  • Oversees performance of assigned junior personnel and provides guidance and mentorship to their work and professional development.;
  • Support outreach activities to promote awareness by key stakeholders on the activities and impacts of the Division’s work;
  • Support the preparation of technical meetings, including preparation of background material as well as the organization and follow-up of consultative workshops, including technical and logistical aspects;
  • Perform other relevant tasks as required.

Competencies

Professionalism: Possesses good knowledge of policy, regulatory and technical aspectsof energy; familiarity with renewable energy economics and technologies; understanding of the role and potentialof renewable energy technologies in different contexts, such as powergrids, transport, buildings and services; provenability to understand and convey the results of technical reportsand papers to a varietyof stakeholders.

Communication: Has excellent drafting ability and communication skills, both oral and written; creates and promotes enabling environment for open communication; listens to others, correctly interprets messagesfrom others and responds appropriately; demonstrates openness in sharing information and keeping peopleinformed.

Qualifications

Education: Advanced University degree (Master’s degree or equivalent) in the field of engineering, energy, public policy, and/or any other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years progressively responsible experience in developing and administering technical assistance programmes, establishing and coordinating public-private partnerships for accelerated deployment of renewable energy technology, structuring and implementing international collaboration with governmental, non-governmental organizations, bilateral/multilateral funding agencies and forums, designing and implementing projects with multilevel stakeholders. Specific knowledge, experience and resources in energy sector,renewable energy sectorand clean technologies is highly desirable.

Language: Excellent command of written and spoken Englishis required. Knowledgeof other UN languages is desirable.
