Duties and Responsibilities

Under the overall guidance of Director of the Country Engagement and Partnerships Division and the immediate supervision of the Deputy Director Country Engagement and Partnerships Division, the Programme Officer will:

  • Coordinate the design and development of the framework for setting up and maintaining cooperation networks with all stakeholders from governments, regional entities, industry, civil society, etc to galvanise action towards increasing the penetration of renewable energy in Asia with particular focus on Southeast Asia;
  • Support the implementation of regional initiatives in Asia focussing on Southeast Asia, including RETOs and Investment Forums;
  • Support upon request the implementation of Renewables Readiness Assessments (RRA), combined RRA-Renewable Energy Roadmap (REmap) deep dives on RRAs with specific technical issues- as well as post-RRA support activities in Asia;
  • Support the coordination and implementation of NDC and LTS support in Asia-Pacific region with focus on Southeast Asia;
  • Assist in identifying and facilitating the development and submission of project proposals on energy transition from the Asia-Pacific region that could be considered for financial support through IRENA’s project financing platforms. *Provide support in ensuring the projects securing financing reach commercial operation
  • Ensure close links with the other divisions to identify synergies and interventions in line with priorities identified by countries;
  • Research trends, key topics, emerging issues and national initiatives related to renewable energy development and climate change in Asia-Pacific;
  • Support the coordination and development of the framework for setting up and maintaining cooperation networks and strategic partnerships in Asia-Pacific;
  • Organises and prepares written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Provide substantive backstopping to consultative and other meetings, collaborative frameworks, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Assist with the implementation of the Work Programme activities of the CEP Division;
  • Perform other duties, as required.

Competencies

Ability to implement projects/programmes; familiarity with the renewable energy policies. Good analytical skills. Proven ability to produce reports and papers on technical issues. Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements. Conscientious and efficient in meeting commitments, observing deadlines and achieving results. Motivated by professional rather than personal concerns. Persistent when faced with difficult problems or challenges.

Excellent drafting skills and ability to prepare reports that are clear, concise and meaningful.

Planning and Organising: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Qualifications

Education: Advanced University degree in the field of energy, environment, economics or any other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in the energy sector, some of which should be at the international level; experience in international cooperation and in dealing with multilateral agencies, networks and forums; experience of work in an industry association or civil society organisation would have an added value.

Languages: Excellent command of both written and spoken English. Knowledge of other languages that are used in the region is desirable.
